Implementation of PsyAPI, the component-facing API handle (see PsyAPI.h).

Also defines the well-known CTRL_* system control message types (PsyType constants in the 102xx/103xx/109xx range) used for system lifecycle, trigger delivery, queries and inter-system traffic.
